The Project for Water Pollution Control Fee Collection, Checking, Reconciliation And Management

This Plan was implemented over the period between August 25, 2015 and July 31, 2016. The main work items were as follows: (1) Implementation of management, notification, review and auditing operations with respect to the Water Pollution Control Fee First Stage Collection List. (2) Implementation of Water Pollution Control Fee accounts checking and auditing operations. (3) Maintenance and updating of the Water Pollution Control Fee Online Declaration and Inquiry System, and establishment of expanded functionality for the System, including Online Review and Accounts Checking function, etc. (4) Statistical analysis of Water Pollution Control Fee declaration data and updating and expansion of the Collection List. (5) Review of the Water Pollution Control Fee collection system and the related operational procedures. (6) Provision of Water Pollution Control Fee collection operations advisory services and collaboration on related administration work. As regards the progress made in Plan implementation, the FY2015 First Stage and Second Stage Water Pollution Control Fee declaration, review and auditing operations have already been completed; all of the firms concerned have already completed the submission of declarations, with the total amount declared for the Second Stage being NT$137,145,626. On the basis of the information submitted by firms in their declarations, a total of 1,536 instances of documentary review were implemented, along with 117 site visits for auditing purposes; the total amount of supplementary payments received came to NT$15,115,847. In addition, the FY2015 Water Pollution Control Fee accounts checking and auditing operations were completed with respect to the fee amounts submitted by firms, and a report (audited by a certified public accountant) was submitted. In accordance with Plan requirements and the revisions made to relevant laws and regulations, the Water Pollution Control Fee Online Declaration and Inquiry System was updated and expanded, so that the System content now includes the latest news and announcements, a file downloading feature, a new review interface and explanation of declaration procedures, etc. On the basis of actual declaration status and review implementation status, proposals were drawn up for the revision of the Fee collection system, and a public hearing was held. Six presentations were held for firms required to make declarations and the agents of such firms, and four inquiry hotlines were set up, to provide timely advisory services for those subject to declaration requirements, thereby helping to reduce the incidence of reporting errors in declarations.
